It strains credulity that private citizens carrying automatic weapons and RDX can stroll over one of the most tense international borders without their government being party to the enterprise. Whether the ISI or certain rogue elements within it are fully accountable to the army chief and whether he in turn submits to his Prime Minister's constitutional authority are not issues for India to interpret. Pakistan's actions do not inspire any confidence in its words or assurances. Instead of switching the dialogue on and off spasmodically, it is better for it to proceed in a completely impersonal, professional manner, without personal capital being invested in it. One positive outcome of NSA to NSA talks on terror should be for the other side to be sensitized to the scale and intensity of reciprocal actions that will be taken after each outrage. The presence of so many innocent civilians on each side should be cause for introspection and restraint.
